Windows 98里面没有组策略，当然打不开。只有Windows NT各个版本,Windows 2000各个版本,Windows XP专业版(Media Centre)，Windows 2003各个版本才有。95,98,ME都没有。
这个组策略好像只有nt以上的电脑才有吧，98我未见过。
