一般情况不严格区分I/O和引脚。
非要区分的话可以认为当引脚为通用输入输出,也就是作为P0、P1……时为I/O,其它为引脚,比如VCC、GND等。
I/O控制什么是由你的外围电路决定的,I/O只是输出高低电平来驱动你的外围电路,你可以接数码管用来控制数码管的显示,也可以接电机控制电机等。
430的电平应该是TTL电平,高电平:>2.4V,低电平:<0.4V。也就是当你IO输出为逻辑“1”时测它的电平应该是大于2.4V的,输出逻辑“0”时电平小于0.4V。

呃。。这款单片机我不太熟。。。

理想情况下,可以认为有电压输出为高电平,即“1”,无电压输出为低电平,即“0”。或者认为输出5V即为高电平,0V即为低电平

所以用IO口输出0x01这样一个八位数据时候,可以看做,IO7—IO1均无电压输出,IO0有电压输出。IO口可以用来做很多东西,接口什么的。

但是,高低电平的判断由于不是理想的,所以,得具体的看什么情况下。TTL电路,高于2.4V为高电平,低于0.4V为低电平。COMS又不一样了。。。
