Decision in process means that decision by editor has been made. You are waiting for secretary to notify you.
In general, rejection after revision twice is quite rare unless you really mess up.
It is unlikey that any journal will follow your request to publish any authors' paper earlier. If they broke their rules of arranging publications, there would be numerous more future requests which nobody can handle.
