FOB完整的英语是Free On Board，理论上EBS应该由买方支付！
“Free on Board” means that the seller delivers the goods on board the vessel nominated by the buyer at the named port of shipment or procures the goods already so delivered. The risk of loss of or damage to the goods passes when the goods are on board the vessel, and the buyer bears all costs from that moment onwards.
这是Incoterms 2010中FOB原文的一部分，后面一句话说得很清楚：货物灭失的风险在货物被装上船时转移（指从卖方转移给买方），且买方承担至此之后的一切费用！
